Other than advertising your blog at other websites to draw crowds, these following parts will be on how to do so without paying a single cent. :)
What's better than getting some results without paying but just with a little more effort?
This is going to be a long entry but I will break it down into various parts for easier referral.
Lets Ping it!
So what's a 'Ping'? It is basically sending a certain information of your blog to a free service ( an XML-RPC signal to one or more "ping servers") to notify them that your blog has been updated and hopefully they will come crawling to your site, index it and then publish it at their sites.
Readers of those sites will thus be attracted to come visit your site or read thru their subscriptions (RSS)if it arouses their interests too.
How to Ping?
Ask yourself this question first before you go around pinging your latest entry. Who are your target readers? If you are targeting local readers, it makes more sense to have Ping it 'locally'.
For example, here's one Singapore site Ping.sg that I love to ping whenever I have new entries at my personal, company's BAK2u or PETBAK blogs. Go check it out, it is a very friendly site. It can automate pinging whenever you have new entries.
If you are planning to share your blog with the international readers, then go BIG. Dont worry too much if other readers are going to like your blog or not, if your content is suitable or appealing to them or not. Blogging is like the real life, you cant please everyone one. :)
So just go try it out with some very popular sites, pinging them whenever you have new stuff. However, do be realistic that doesnt mean after you ping it, you will get gozillian readers. For popular pinging sites there be as many bloggers pinging theirs too and that means the list grows fast and with so many choices to choose from, not everyone will get to know about it before it disappears down the many new listings too.
But dont give up, focus on your content always and soon you will get noticed.
Lets internationalized it!
The internet is a tool to help us make choices quicker, more accurate, lesser ou t chores and to do list too. So instead of submitting pinging one by one to different sites, lets go for those 'all-in-one' mother of all pingers. :)
 Ping-O-Matic is a service to update different search engines that your blog has updated. It is the best to me. :)
 Similar service like Ping-o-matic but do check out BlogFlux's 'Language Specific' and 'Specialized Services', where you can submit your blog entries to the more niche readers.  Pingates is a service that pings or notifies a number of services that keep track of weblogs and publish them.
